Переход к новому социальному устройству будет проще, если он не предполагает карательных мер по отношению к старой элите. Я бы даже предложил мораторий лет на 5 на преследования за коррупционные и экономические преступления, поскольку основной ущерб от коррупционеров и казнокрадов - не прямой, а косвенный, и выгоднее его предотвратить, чем "вернуть награбленное".

Военные расходы - это всегда ущерб обществу. Могут возразить, что от них большая польза, они-де толкают вперёд технический прогресс. Якобы, без военной угрозы элиты просто проели бы и пропили эти деньги. Но это справедливо только для системы нисходящего распределения ресурсов и полномочий, когда номенклатурные элиты имеют неограниченный доступ к общественным ресурсам. Коллективный интеллект (КИ) многие себе представляют как мозговой штурм, когда собираются высоколобые интеллектуалы и совместно решают какую-то задачу. По поводу статьи Дмитрия Краснова о пользе военных поражений. Базовый минимум. Роскошный максимум - это, конечно, горизонтальное распределение ресурсов и полномочий. Потому что посредничество между производителем и заказчиком общественных благ неизбежно порождает коррупцию, казнокрадство, кумовство (а, где кумовство, там и некомпетентность).
