Те же проблемы и в кибернитической сфере. Государство не видит важности в применении хакеров на войне. Даже эффективные хакерские атаки противника не воспринимаются, как руководство к подобным действиям. Вся работа на инициативе отдельных лиц и благодаря горизонтальным связям. Вы же поняли почему часть оружия шло в Африку? Американцы поставляли так много оружия, что средства на всё с украинского бюджета списать, чтобы украсть, было невозможно. То на что не хватало, продавали. Ни один американский патрон бесплатно для Украины не зашёл, хоть из штатов оружие выделялось бесплатно. И похер, что там происходит у ВСУ на передовой и чего не хватает.
