با سلام و سپاس از عنایت جنابعالی همانطور که مستحضرید تشدید مجازات یا اصلاح ماده ۲٠ لایحه استقلال نیاز به قانونگذاری است و در ایین نامه ممکن نیست. اما اینکه چرا عدم تمدید پروانه را تخلف انگاری کرده اند، فلسفه ان برایم نامعلوم است. ولی در زمان عدم تمدید، وکالت کردن تخلف محسوب می شود. نکته اخر اینکه در احراز تخلف، برخلاف احراز جرایم، اثبات سو نیت لازم نیست و صرف ارتکاب تخلف و احراز ان مستوجب تعقیب انتظامی است

جناب خانلو، تمدید پروانه ممر درآمد دولت است چون پول تمدید در خزانه می رود و هم اینکه با تمدید پروانه دست دولت برای وصول مالیات از وکیل بینوا باز میشود
