Чиновничью логику обычному человеку не постичь. ЦБ запретил неквалифицированным инвесторам покупать флоутеры (облигации с плавающим купоном) в том числе компаний очень высокого рейтинга. Мысль вроде такая, неквалы не разбираются в рынке и если (когда) ЦБ начнет снижать ставку, то они могут финансово пострадать.
