Idea I'm pondering: Changes at the societal scale, even if they are net-beneficial to society, will be rejected (at least initially) by that society if the change occurs 'too rapidly'. ... and this connected idea: Narrative (which can be influenced by propaganda) attached to the change affects the degree of resistance to change.

That didn't take long. Since the MOU has been signed, the Israel govt has explicitly stated it has no intention of ceasing it's occupation in various parts of Lebanon. Further, they've continued bombing Lebanon. As a result, the proposed signing ceremony in Switzerland appears to be called off. We won't have to wait long to find out, concerning the USA and Israel, who really controls who.
