San Diego is home to many brave individuals, including Jee Manghani and Annette Ross, members of the Rancho Santa Fe school board. Jee and Annette have made national news for voting to provide families mask choice and local control of district policies. Annette and Jee are perfect examples of the lesser magistrate exercising their power locally.

Corbin explains “the lesser magistrate doctrine” which declares that when the superior or higher civil authority makes unjust/immoral laws or decrees, the lesser or lower ranking civil authority has both a right and duty to refuse obedience to that superior authority. If necessary, the lower authorities even have the right and obligation to actively resist the superior authority.
