Руководство области декларирует заботу об историческом наследии, а за глухим забором втихаря строиться фудхолл. Историческое поселение — понятие, конечно, расплывчатое. Даже резиновое. Особенно для тех, кто выдаёт разрешения на строительство в его границах. Иначе ИП Пицура кафе в охранных зонах у Шейнова бастиона не построит. В Смоленске всё просто: если заключение органа охраны культурного наследия выдать невозможно — это значит, что оно у нас уже есть. Администрация интерпретирует невозможность как согласие, а прокуратур…
