Суть в том, что кто-то сознательно занимается саботажем. Кто бы это мог быть? На гигантский склад, где требуется ракетный удар - посылается свистоперделка. На условный сарай или какой-нибудь элеватор, где хватит и Гераньки наоборот посылается баллистика или гиперзвук. Результат за окном.
