Так и есть. Учитель в обычной школе не заинтересован в результате ученика без дополнительных инвестиций. Естественно, что остались и нормальные учителя среди всей массы. В сельских школах пока их больше из-за личных знакомств и накладывающихся из-за этого обязательств/неудобств
