［香港警政大崩壞·投訴及監察警察制度］ 香港現時的投訴及監察警察制度簡單地可以分為兩層架構： 第一層是投訴警察課。成立於1974年，屬投訴及內部調查科裏其中一個組成部份，整體隸屬香港警務處監管處服務質素監察部，負責處理及調查所有有關投訴警務人員和任職於警隊文職人員的個案。2012年前，投訴警察課只處理較嚴重指控投訴，如毆打及行為不當等。較輕微投訴，如態度欠佳及粗言穢語等，則交由被投訴警隊人員所屬警區總督察調查，再將調查結果匯報給投訴人和監警會。由於當任警務處處長蕭傑雄認為，這投訴調查模式容易被人詬病為「環頭自己人查自己人」，亦有礙前線人員工作效率。於時，2012年1月1日便將中央處理投訴計劃於全港警區全面推行。自此，不論投訴個案輕重，都全數交由投訴警察課調查。然而，投訴警察課仍隸屬香港警務處之下，他們亦是警隊人員。這種從屬架構與身份衝突終究難以令大眾相信其調查和懲處是公平公正，非「自己人查自己人」。 這架構下，市民有投訴，要…
