選舉觀察計劃日前（2021年9月19日）於各票站外除了觀察票站外整體運作，亦分別向投票人及選民提出進行問卷調查的邀請。 在投票進行的9小時內，我們的觀察員共接觸550人（市民：408人; 選民：142人）。當中，28.9%的市民及31%的投票人願意接受我們的邀請。 今日首先公佈一個簡單統計，比較兩個群組對選舉代表性的觀感： 「你認為是次選委會選舉能夠代表民意嗎？請由 1 至 10 的量尺中選取最合適的數字。1 代表完全不能夠代表民意，10 代表完全能夠代表民意。」 如圖所示，兩組受訪對象對今次選舉的代表性存在明顯分別。 首先，市民回應的平均分為3.67，而有份投票的選民的則為6.41。 而最明顯的分別就回答「不合格」分數（1-5分）比率的市民更高達78%，認為是次選舉代表性「合格」（6-10分）的則只有21%，更有超過三成市民只給最低的1分。相反，有61.4%投票人認為代表性「合格」、但亦有超過二成選民只給予5分或以下…

【選舉觀察計劃就就選舉委員會界別分組選舉的聲明】 選舉觀察計劃今天（2021年9月19日）完成對選舉委員會界別分組選舉進行的觀察活動。 20名觀察人員在較早前接受一次密集的培訓後分派到5個投票站，就投票流程、秩序、候選人及選民的活動採用定量及定質的資料蒐集。同時，我們特別在投票日嘗試更有系統地了解市民、選民及候選人對是次選舉的意見。 整體而言，雖然政府多番迴避選舉委員會代表性的問題，事實上在新的選舉安排下，選民資格已被大幅收窄，而各界別引入不是競選的當然委員，及經協調後大部份界別出現自動當選的現象，再加上資格審查制度下民主派已經絕跡，都足以解釋今日的選舉缺乏市民關注的焦點，其過程及結果皆無助處理長期困擾香港管治的認受性問題。 在這個背景下，今天的選舉出現高度同質性，而在缺乏候選團隊之間互相監督的情況下，我們發現大量候選人和他們的助選團人員在禁止拉票區及票站所在的建築物內歡迎選民、拜票、謝票及隨意拍照留念。 選舉事務處應…
