Депутат говорит про "серых" майнеров. По альтернативной версии, в отдельных регионах социальную норму ввели, чтобы помочь неимущему и малообеспеченному кипрскому акционеру Русала и En+. Интересно было бы узнать про версию,связанную с ограничением майнинга...что то новое для меня.
