А вот ЧК считает, что проблема как раз в регионе. А точнее, проблема в том, что С. Меликов не сообщает в центр о событиях в республике, имеющих угрожающий характер. Неясно только, с чего вдруг ЧК решило, что не сообщает, и с чего вдруг решило, что чиновники об этом не в курсе.
