교육부는 기재부에서 규정을 풀어서 이 돈을 대학에 줘야한다고 하고 있고 기재부는 교육교부금 규모 자체를 줄이자고 하는 것 같다.
교육교부금은 내국세에 연동해서 20.79%를 강제로 교육세로 할당하는 제도이다. 이 돈은 초중고 지원금으로 사용되는데 초중고 학생수가 감소하니 지원금을 못써서 그냥 보관만 되고 있다. 반면 대학은 등록금 동결로 부족해진 재정을 교육교부금을 통해 할당받고 싶어한다.
앞서 최교진 장관은 지난달 시·도교육감 당선인 간담회에서 “교육교부금 제도의 합리적인 개편이 불가피한 상황”이라며 개선 자체에는 공감했으나, 앞선 기자간담회에서 “인공지능(AI) 시대에서 AI 교육 등 새로운 교육적 요구가 꾸준히 제기되고 있다. 늘어난 세수에 대해선 합리적 활용 방안을 고려해볼 수 있다”고 밝힌 바 있다. 박홍근 장관은 지난달 사회관계망서비스(SNS)를 통해 “지난 1972년, 내국세에 교부금을 연동하는 지금의 틀이 처음 세워졌다. 그 무렵에는 한 해 100만 명에 가까운 아이가 태어났다”며 “그러나 지난해 태어난 아이는 25만 명으로, 반세기 전의 4분의 1 수준이다. 그때의 흐름과 잣대를 오늘의 현실에 그대로 들이댈 수는 없다”고 썼다.
