این طاق در ژاپن یک پل نیست بلکه یک دروازه هیدرولیک برای جلوگیری از سیل است. در سال 1970 تکمیل شد، سیلاب رودخانه Shirinashigawa در خلیج اوزاکا برای جلوگیری از سیل در منطقه ساخته شد و حدود 28 میلیون دلار هزینه داشت. سیل بند در واقع بخشی از مجموعه ای از سه دروازه در شاخه های رودخانه قدیمی یودوگاوا است.
