Уже рабочий ВПН [если вы в РФ] лучше не включать глобально, только на определенные приложения или сайты. В настройках большинства клиентов есть. VLESS в некоторых регионах может не работать из-за fingerprint=chrome и начинает работать, поменяв в конфиге chrome на firefox.

Один из способов РКН определить использование VPN, — сравнить запрашиваемый домен (SNI) и реальный IP сервера. Если сервер заблокирован — уже неважно, насколько скрытый трафик к нему идёт. На сервере с VPN лучше иметь свой домен + TLS от Let's Encrypt. Для Naive он энивей требуется, для VLESS и MTProto-прокси — опционально, но желательно.
