Существует некий парадокс: запреты и блокировки как раз будут стимулировать очную явку. Если есть проблемы с интернетом, то попасть на сайт сложно; искать Wi-Fi муторно, не у всех он есть дома, особенно у людей 60+, у которых не всегда есть компьютеры с проводным интернетом и так далее.
