Manchmal scheitern Abschiebungen offenbar nicht daran, dass sie unmöglich sind. Sondern daran, dass angebotene Hilfe nicht genutzt wird. Köln liefert dafür gerade ein bemerkenswertes Beispiel. Die entscheidende Frage: Behördenversagen oder politische Entscheidung?
