Небольшой оффтоп: посмотрите эту ссылку внимательно. ЦБ достаточно редко в последнее время обвиняет кого-то именно в манипуляциях. На моей памяти последний раз ЦБ озабочивался манипуляциями только в контексте Белуги, а обычно он ведет себя так, как будто бы ничего не видит. Это своеобразное проявление крайнестана и свидетельствует об изменении позиции регулятора.
