Ответ на задачку: Да, получить справку из психоневрологического диспансера (ПНД) можно не по месту постоянной регистрации (прописки), но с одним условием - должна быть временная регистрация. Можно обратиться в ПНД по месту временного пребывания, в этом случае диспансер направит официальный запрос в ПНД по месту постоянной регистрации гражданина и после получения ответа сможет выдать соответствующую справку.
