4园区背景 克伦邦是缅甸第三大民族克伦族聚居地，也是缅甸历史最悠久的反政府武装克伦民族联盟（KNU）根据地。早在二战期间，英国殖民者就在克伦邦埋下了混乱和动荡的祸根，先是满口承诺帮助克伦族独立建国，令其缺席“缅甸国父”昂山将军与各民族代表的会议，又在缅甸宣布独立后背弃承诺。克伦族与缅甸政府的矛盾因此激化，双方频繁爆发武装冲突。 1994年，克伦族内部信仰佛教和基督教的人员发生矛盾，联盟一分为二。基督教派继续沿用KNU和克伦民族解放军（KNLA）的名称，佛教派自立门户，组建民主克伦佛教军（DKBA）。2010年，DKBA被缅甸政府收编，摇身一变成为“克伦边防军”（BGF），但并未改变其地方割据势力的本质。 缅甸媒体“缅甸前线”爆料指，水沟谷村是BGF的大本营，这里的黑色产业属于BGF总指挥官苏奇督。2017年，苏奇督与被中国内地通缉的逃犯、亚太国际控股集团董事局主席佘智江合作，在当地建造所谓的“亚太新城”，实质是向中国境内客…

1建设历程 2017年1月，佘智江获得了柬埔寨公民身份，将名字改为Tang Kriang Kai——“佘伦凯”。此次更名后，佘智江开始塑造自己“光鲜”的社会身份，摇身一变成了东南亚侨领、企业家、慈善家，在多个华人商会中担任名誉主席、荣誉会长等。据《财新》统计，当时佘伦凯的商会头衔至少有11个。有了众多头衔和身份的“背书”，佘智江借势推出其一手打造的缅甸“水沟谷亚太新城经济特区”项目。缅甸投资与公司管理局的资料显示，缅甸克伦邦妙瓦底“水沟谷亚太新城经济特区”项目是由佘智江名下的亚太国际控股集团和由克伦邦边防部队（BGF）运营的Chit Lin Myaing公司合作开发，佘智江是大股东。新城总规划面积18万亩，计划投资150亿美元，规划有区块链特区、科技产业区、休闲旅游区、民族文化区、金融商贸区、生态农业区、商贸物流区等，目标是打造一个集“金融科技、旅游度假、商贸物流”于一体的“综合性国际城市”。但实质是向中国境内客户推销网络赌博…
