Saylor aims to make BTC the foundation of a new financial system by building a full market on top of it. BTC serves as base capital, debt backed by BTC offers yield without BTC volatility, and BTC-based stablecoins generate interest. The key point is that BTC does not need staking or inflation, yield comes from financial instruments layered above the network.
