21 июля очень сильные ливни прошли в горах Западного Копетдага. В Кара-Кала выпало 42 мм осадков (42 литра воды на м2), в том числе 34 мм за 12 часов, что существенно превышает критерий опасного погодного явления для горных районов. Подобный объем осадков, вероятно, мог вызвать селе-паводковые явления.
