پرسش فلسفی آیا استاندارد باید بر مبنای «بهترین ساختمان قابل طراحی» نوشته شود یا «ساختمان واقعاً قابل ساخت و قابل کنترل»؟ استانداردی که از جنبه‌ی نظری، عالی اما از نظر اجرایی غیرقابل تحقق باشد، ممکن است از استانداردی ساده‌تر ولی قابل اجرا، خطرناک‌تر باشد.

ممکن است دو ساختمان برش پایه یکسانی داشته باشند، اما یکی: تغییرمکان نسبی زیادی تولید کند؛ طبقه نرم داشته باشد؛ آسیب غیرسازه‌ای وسیع ببیند؛ پس از زلزله قابل تعمیر نباشد. بنابراین برابری نیرو به معنای برابری عملکرد نیست.

دو رکورد می‌توانند طیف مشابه ولی: مدت متفاوت؛ پالس سرعت متفاوت؛ توالی پس‌لرزه متفاوت؛ انرژی تجمعی متفاوت؛ اثرات متفاوت بر اعضای غیرسازه‌ای داشته باشند. یعنی شدت خرابی‌های متفاوتی ایجاد کنند!!

سوالات زیادی در خصوص مباحث طیف در استاندارد ۲۸۰۰ ویرایش پنجم پرسیده شده است که در اولین گفتگوی فنی با پرسشگر عزیز، ابتدا ارجاع می‌دهم به بازخوانی درست ارتعاشات. نمی‌شود با مطالب ویدئوی پیوست آشنا نبود ولی به فکر فهم عمیق طیف در ۲۸۰۰ بود چه رسد به وارد کردن اشکال.
