اگر کسی تمام اشعار عرب و عجم را از حفظ داشته باشد، صلاحیت عضویت در مجلس را پیدا نمیکند، بلکه اشخاصی باید باشند که وقتی از ایشان بپرسند چه جهت دارد که روز به روز پول ما در تنزل است، بتوانند جواب درست بدهند، چارهاش را هم بدانند.
