It turned out that the cause of the failures was not Telegram, but our hosting provider, which was blocking connections. The provider did not admit their fault. We have temporarily moved the bot to another server, which should resolve the issues. We continue to monitor the situation. Thank you for your understanding.

The bot is experiencing intermittent issues due to problems on Telegram's end. It's impossible to access files that were sent to the bot. Other problems with Telegram servers are also observed, such as desynchronization.
