尹锡悦想通过军队戒严彻底拿下反对党这个想法从理论上是可能的。 但是他做错了几件事: 1. 动作太慢,宣布戒严开始的同时应该抓捕议会反对党议员。 2. 军队中自己真正的支持者太少,导致解除戒严的政令颁布时军队执行比较顺畅。 3.道路和网络封锁不够迅速,应该以国会为中心,快速封锁道路以及死角。镇压群众的同时,切断有线以及无线通讯网络,逐步瘫痪整个首尔区域的通讯网络,避免反对党联络以及对外发布声明。 做到了这几点,在短时间内彻底清洗反对党才可能有机会保住自己的位置。 当然,以上这几件事真的想执行,在当今政治制度较为完备的韩国是基本不可能的。 现在已经不是全斗焕那个发动宫廷政变就能夺取权利的时代了。韩国准备了几十年就是防止这种事情再度发生。 至于尹锡悦为什么还敢干?只能当他脑子成浆糊了吧。 #随想

之前提到过,ccp执政以来面临的最大危机并不是89学潮,而是90年代后期,国企破产,大量下岗工人成为社会真正的不安定因素,恶性事件是常态。 后来是通过加入世贸,成为“世界工厂”,重新抬高就业率,将无业游民投入社会生产之中,经济好转才有效保证了整个社会的稳定。 当前维稳的重点是放在如何处理大规模群聚带来的恶性事件(例如前几天被叫停的学生夜骑开封的事件),而针对个体突然“暴恐式“的袭击实际上依旧没有什么好办法。 哪怕全城都已经监控密布,有限的维稳力量也没办法处理这种即刻都有可能发生的袭击事件。 在已经冗官的大背景下,公务员系统依旧在进行扩招,说明ccp是想继续加强对基层控制能力,搭配网格员等体系,能够更好的掌握基层的人民。 我想到一个词:“内地新疆化”。”上锁菜刀“,”区域高强度安检“,“担保连坐”这一天可能不远了。 但是,同时要注意到:维稳的高成本和越来越孱弱的财政是相互矛盾。财政的萎靡必然带来的是维稳的难以为继。
