【只能给双向联系人发送消息的彻底解决方法】 有些人不能私聊陌生人，提示如下面图一。 原因是telegram限制了部分+86手机号注册的账号。 这时点击提示框的“详情”直接进入机器人界面，或者点击“确定”后再点击 @SpamBot 进入机器人界面，接着点击机器人界面下面的“开始”。 然后根据下面图二那样选择两句话，But I can’t message non-contacts! 和 No，最后等待几分钟就可以私聊了，有时候十多秒后就可以私聊了。 如果还不行，就点击提示框“确定”，再点击发不出去的那句话下面的感叹号即可，不行就重复点击几次感叹号，还不行再稍等片刻。问题解决后，就可以永久性的和任何陌生人私聊。
