1980年代，台北市万华区华西街是有名的红灯区。许多未成年少女，甚至是10岁以下的幼女，或是被拐骗，或是被家人贩卖，流落妓院，过着暗无天日的生活。由于雏妓们以台湾原住民为主，当时台湾社会以“山花”称呼这些不幸的女童。 台湾基督长老教会彩虹妇女事工中心主任廖碧英在实地调查后，发现了雏妓问题的严重性，因而在1986年成立“彩虹专案”，开始进行救援雏妓的相关工作。1987年1月10日，共有三十几个民间单位及机构齐聚艋舺龙山寺和华西街，为救援雏妓运动展开游行、静坐，以抗议政府纵容“贩卖人口及山地雏妓”之不良风气。虽然内政部警政署在1987年3月因各界压力而成立了“正风专案”，却不见大力取缔与改善。故而在一年后的1988年1月9日再走上街头，是为“华西街大游行”。 在游行中，人们举着“反对双重道德，嫖客比妓女更可耻。”“抗议老鸨及人口贩子逍遥法外。”等横幅，喊着“抗议警察包庇色情行业。”“法院量刑太轻，修改刑法。”的口号和平示威，将写…
